The child rights

Nowadays, ensuring the child rights is one of the global problems and entire world community is interested in solving it. This is due to the specific role played by the younger generation in guaranteeing the viability of society and forecasting its future development. It should be recognized that no state in the world could be considered as a standard in the field of respect of child rights. Even the most democratic and economically developed countries are characterized by increased rates of juvenile delinquency, the presence of families with low living standards, child mortality due to insufficient medical care, and growing number of street children. All these facts prove the impossibility of resolving the children's problem only by national means.

The Convention on the Rights of the Child was adopted by resolution 44/25 of the General Assembly of the United Nations (UN) on November 20, 1989, and entered into force on September 2, 1990. It was ratified by 196 states. The Republic of Kazakhstan ratified the UN Convention on the Rights of the Child in 1994. The implementation of the Convention on the Rights of the Child is monitored by the UN Committee on the Rights of the Child.

All States parties are required to report regularly to the Committee on the exercise of the respective rights. States must provide an initial report two years after acceding to the Convention, followed by periodic reports every five years. The Committee examines each report and presents its views and recommendations to the State party in the form of “concluding observations”.

The Republic of Kazakhstan has submitted four periodic reports on the implementation of the Convention on the Rights of the Child. To date, preparations are underway for the fifth periodic report.
