Organizations of Early Childhood Education by Type

Organizations of early childhood education – educational organizations, created to meet family demands and needs in taking care of children, including children’s harmonious development, based upon common cultural and national values, and preparation for primary stage of secondary education, all of which creates conditions needed for parents to continue their work, their studies, and their active participation in social life. Organizations of early childhood education provide education, training, supervision, care, and rehabilitation for children aged 1 to 6 years.

Permanent early childhood education organizations are in operation at least 10 months during the year.

Organizations of early childhood education are divided into the following types: nurseries, day nurseries, kindergartens, school-kindergarten complexes, and mini-centres. In accordance with the orientation of early childhood education organizations, these organizations can also be subdivided into the following types: basic organizations of early childhood education; organizations prioritizing implementation of one or several directions of development (intellectual, artistic, physical, etc.); correctional organizations prioritizing treatment of physical and mental disabilities; supervisiory and rehabilitation organizations prioritizing hygenic, preventive and health-improving measures and procedures; and organizations with combined services.

Number of children attending permanent early childhood education organizations – number of children of early childhood age, enrolled in organizations of early childhood education at the end of the year, and attending the first grade program.

Availability of places for children attending organizations of early childhood education (children per 100 places) is determined by the ratio of the number of places in early childhood education organizations and the number of attending children.

General education school – an educational institution providing primary, lower secondary, and upper secondary education, as well as additional education services to students and pupils. General education schools serve as the main link in the education system, providing all citizens of Kazakhstan the opportunity to realize their right to state guaranteed and free upper secondary education.

General education schools can be public and non-public (private, owned by other states, their legal entities or citizens). For statistical reporting purposes, general education schools are grouped as follows: primary (grades 1-4), lower secondary (grades 5-9), upper secondary (grades 10-11 (12)), boarding schools, schools for children with disabilities, schools with advanced study of various subjects, gymnasiums, and lyceums, etc.

Number of teachers and lecturers – the number of professional personnel directly involved in teaching and educating students, as well as individuals without any corresponding professional education, but who, due to a lack of necessary specialists were approved by the organization’s Council to perform pedagogical activities.

Gross enrollment ratio – the number of students enrolled at a given educational level, regardless of age, expressed as a percentage of the official school-age population at the same educational level.

Net enrollment ratio – enrollment of an official age-group at a given educational level expressed as a percentage of the corresponding population. group

Enrollment ratio in early childhood education – total number of children enrolled in early childhood care and education programmes (organizations of early childhood education and preschool classes at general education schools), regardless of age, expressed as a percentage of the population in the relevant official age group.

Net enrollment ratio in primary education –defined as the number of children in the 7-10 years age group, enrolled in primary education as a percentage of the total number of the official primary school age population.

Gross enrollment ratio in secondary education –defined as the number of children enrolled in secondary education (ISCED 2, 3) , and in technical and vocational education organizations (ISCED 3), regardless of age, divided by the population of the 11-17 year age group.
